Imperfect bagon!!!!!!!!!!!pokemon emerald?

I've been breeding my bagons over and over and over, probably have over 200 bagons sitting in my pc and none of them has what im looking for.15 atk at lvl 5(which is 31 IV) I think i should have gotten one by now.Is it just really hard to breed a bagon with 31 Iv in attack or amd i doing something wrong or is it just impossible and 14 is the most i can get?
