Where is my taskbar when on the internet?

When I am on my desktop I have no trouble seeing my task bar that includes quick launch programs, the time, and programs opened. When I am on the internet it disappears. I'm not computer illiterate and I have checked the properties and just can't figure out where it went. Please someone help.
