Why do global warming skeptics tend to confuse their opposition of GW solutions w/issue of whether it exists?

The issue of whether there is a climate change problem and the issue of how to reduce CO2 are two different questions. Is the media to blame for conflating the two issues? Or is it the fault of deniers? Or have climate scientists failed to explain it well to a science-illiterate public?
