Why does Yahoo bother with a rating system here?

It sort undermines people, after all I should be able to rate people's answers-especially answers to my question. Also why should people be limited in their questions to answer & ask? Yahoo seems to have glamourised the simple Q&A business, which shouldn't really be the case.
